According to Victor Kress, athorities, universities and business should consider vocational training modernisation as their business

«Comparing the state policy in vocational training sphere in 90th years already the last century (i.e. In the beginning of my governor’s term) and present, I can ascertain essential distinctions, — Victor Kress has told. — For these years budgetary expenses for education have considerably grown, salaries in this sphere have noticeably increased. Off-budget funds of many universities became comparable with budgetary. The regional markets of educational and intellectual services were generated. The majority of the Russian families focuses their children on getting higher education, as a rule, and a part from them even are ready to pay for it. Large business and employers participate in the professional training for economy of regions. Even in the conditions of crisis when the Russian gross national product was reduced almost by 8 percent, expenses for education, especially the higher, constantly grew. For what we, regions, are grateful to the federal centre».

Marking successful development of the system of higher education, Victor Kress has declared that «primary and secondary vocational training cannot be awarded a similar estimation», they are not focused on innovative economy. «It is the system built still in a Soviet period it is exclusive by a branch principle as the part of planned supply of branches of a national economy a manpower, has poorly changed», — the Tomsk governor in the performance has noted.

Speaking about problems of primary and secondary vocational training, Victor Kress has allocated two tendencies, characteristic for the majority of the Russian regions. The first — transfer with federal cardinally has not changed a situation to regional level of current financing of establishments of primary and secondary professional formation in system. «Present regionalization assumes also transfer of investments for network modernization», — the governor of the Tomsk region has declared. The second tendency — primary and secondary vocational training are not prestigious in society. «Send to study in establishments of system of primary vocational training of children from unsuccessful families, to occupy time either to army, or till the marriage, — Victor Kress has told. — Many do not consider that in these establishments it is possible to get a trade. As consequence: decrease in number of trained (the statistics offered to meeting prove it), washing away of young and qualitative teachers, empty and decayed buildings. We teach machine operators with the technique which 50 years ago mastered a virgin soil».

As offers on modernisation of system of primary and secondary professional education the head of working group has suggested to continue realisation of the national project «Education»; and the standard-legal base on high schools (creation of small enterprises, the private-state partnership, contracts with state corporations and business) to transfer in primary and secondary professional education. Besides, Victor Kress has suggested to unite universities with colleges and technical schools through the idea of an applied bachelor degree where 50% of training are occupied with an industrial practice.

The Tomsk governor also has put forward the idea to declare federal competition on the best regional program on modernisation of system of vocational training.

As to a new coil in higher education development, the governor of the Tomsk region has suggested to develop and realise the pilot project on creation in several Russian regions of consortia of universities and the scientific organisations as models of integration of education, science and high technology business. «For example, for our oblast it is counted up that expansion of a complex of the innovative enterprises becomes result of realization of the similar project, at least, on 200 companies, creation within 5 years not less than 150 competitive technologies for commercialization, occurrence of several thousand workplaces for experts of new economy, — Victor Kress has told.

Changes should be brought and in legislative base too. According to Victor Kress, additions in 217th federal law, connected with possibility of use of the simplified system of the taxation for the enterprises created at high schools are necessary. Also high schools should have possibility to get the action or shares of the innovative enterprises before created at them. The Tomsk governor has suggested to make changes and to the 94th federal law on state purchases for performance of scientific and technical projects by request of business. «Without such changes the private-state partnership remains to be on paper only», — Victor Kress has declared.

As the idea man and projects for system of primary and secondary professional education governor Victor Kress has offered recently created Association of the innovative regions which registration has taken place at the co-foundation of Academies of National Economy at the government of the Russian Federation and state corporation «ROSNANO» in May of this year within the limits of XIII Innovative forum in Tomsk.
