Victor Kress has met heads of Tomsk industrial associations

The governor has acquainted industrialists with results of social and economic development of the Tomsk region for 7 months of 2010. For example, the average size of pension in the Tomsk region has made 8 296 roubles this year. Real growth of pension has made 137, 6 percent to the level of the last year. There was a growth of physical volumes of output of the goods and services. But, if on «Tomsk Vakhrushev Electromechanical Plant» it has made hundreds and even thousand percent in manufacture of building materials, electrodes and even the elementary connecting muffs, the other enterprises have admitted recession. According to Victor Kress, by ceasing to make simple enough commodity positions, Tomsk citizens take out money from region, and at times from the country and so they create workplaces outside of the Tomsk region.

Meanwhile, to the population of Tomsk has arrived for half a year 2028 persons. Including migratory processes. Few regions of the country can say about such demographic plus.

Victor Kress recognized that increase of the uniform social tax next year which strongly disturbs Tomsk industrialists, can cause temptation in tax-payers to cease to be so diligent, will complicate work of small and average business. The governor has suggested to count possible consequences of introduction of new tax rates and if it is required, to formulate offers for transfer to the government of Russia. As to fears on mass leaving of the enterprises «in a shade» the regional authorities always protected and helped fair tax-payers and intend to do it in future, including in a question of compensation of the VAT to the enterprises. Industrialists from their side have paid attention of the governor to unfairly tightened terms of this compensation.

Victor Kress has promised to consider together with representatives of gas industry problems of gas supply of the industrial enterprises. If the problem of faults with gas can be solved at the expense of a ring gas pipeline in Tomsk, the governor has promised to find the decision as the new gas pipeline will give a serious push to housing construction around the Moscow path, will allow the enterprises to work smoothly.

Builders have raised before the governor a problem of an unreasonable payment for connection of under construction objects to heat and electric power. Victor Kress has told that in the conditions of market economy this problem can be solved only at the expense of demonopolization of the power market in the regional center. The first encouraging steps have been undertaken one year ago, but the real arrangements, concerning buildings of objects of small power, are reached only this summer, and work on their building will begin since next year. In turn, the governor has constructive offers to builders too. Crisis which before all has concerned builders, has proved that in student’s Tomsk the small-sized habitation is more demanded, and on elite habitation there is almost satisfied demand. It means, builders should be reoriented as fast as possible.

One of manufacturers of bread in the regional center has declared that into Tomsk began to import bread from the next regions, it threatens food safety Tomsk citizens, and has suggested the regional power to buy the grain manufacture burdened with the large credit. The governor has declared that as soon as panification passes in the state or municipal property, it there and then becomes unprofitable. Therefore to sanify the enterprise it is necessary in other ways. Victor Kress also has declared that deficiency of bread in the Tomsk region isn’t present and won’t be, and here the regional authority intends to watch the prices for the foodstuffs seriously not to admit speculative splashes against the situation in agriculture of Russia.
