Congratulation of the governor and the speaker on the International Children`s Day

Without knowledge, respect and observance of the rights of children, the future of a civilised society is impossible. Experts say that the unhappy childhood is descended and, on the contrary, happy children become good parents, sow seeds of reasonable, kind and eternal things already in their children. Therefore so it is important to bring up today the small citizen responsible and for their personal destiny, and for destinies of their native land.

Russia actively protects today the children where they would be. The new institute of the representative by the rights of the child has already proved to be an effective tool of struggle against cruelty in the family, against infringements of the rights of children. Such representative by the rising generation rights soon necessarily will appear in the Tomsk region too where every fifth inhabitant has not reached 18-year-old age.

Even in the conditions of rather rigid budget we keep the programs directed on protection of the child, his rest and development. This year when the scheme of financing of children’s summer holiday has changed, for the first time for many years children of workers of the small enterprises and organisations will go to country holiday camps who before did not have such opportunity.

For the year which has passed from last holiday we have spent two charitable auctions in which course have collected 3 million roubles for the aid to children and their parents. The half-million of roubles were allocated with the power during a charitable marathon «an Ordinary Miracle» that will allow to render expensive medical aid to three Tomsk children. The power supported and will support public organisations which render the charitable help to children.

The third year we observe the positive demographic tendency when the birth rate in the Tomsk region exceeds death rate. For us it is a pledge of a dynamical development of the region, growing confidence in tomorrow. We together will necessarily solve the problem of shortage of places in kindergartens if we are not guided by reasons of narrow parental egoism. It is impossible, that the rights of one child were observed to the detriment of the rights of another.

The dear adults, beloved children! Let’s remember that the longest and happy summer vacations begin on the International Children`s Day. Let on June, 1st will be not only a mark in a calendar, but also a good occasion to reflect that «children are a great miracle» which demands constant care and attention. Even economists say that one of the most effective capital investments are investments into children. We will put in our children all the best. And it will return good to our grandsons.

The International Children`s Day is founded in November, 1949 by the decision of the International Democratic Federation of Women. For the first time the International day Children`s Day was celebrated in 1950.
