Victor Kress has declared creation of institute of plenipotentiaries of the governor in regions of Tomsk oblast

«Article 78 part 4 of the Charters of the Tomsk region allows me to have the plenipotentiaries in regions of Tomsk oblast which will see how work regional officials and the commissions of the governor are executed in regions. He could solve difficult, very difficult questions not only of one region, but of a whole regional "bush". Such division should appear: the north with the centre in Kolpashevo, the southeast of oblast with the centre in Asino, the oblast centre, probably, in Krivosheino (but it is necessary to think more) and, the fourth "bush"- agglomeration« Tomsk - Tomsk oblast - Seversk », - was declared by Victor Kress.

According to the governor, the last elective campaign in regions is a lesson of which it is necessary to do conclusions. «Actually, the situation is much more difficult and more disturbing, than many can think. People wait from us a proper response, and we, let's fairly and honestly speak, not always we live by interests of people, human needs, we do not feel the sharpness of problems, we do not understand, what people want, we speak different languages, if we talk at all. At the best, sometimes we throw unresolved problems on higher level», - Victor Kress in the reference to representatives of municipal unions of oblast has told.

Among the basic problems, pendency of them brakes the development of many Tomsk municipalities, the head of region has named three of them: decrease in investments without which it is impossible to solve problems of schools, exciting everyone person, hospitals, habitation; weak enterprise activity of the population and inability of many officials to work with people.

Victor Kress recommended to municipal heads to have as the desktop document the law «About energy saving and about increase of power efficiency...». «Now it is time to solve with its help the problems of common house needs, of tariffs on housing-communal services», - the governor has declared.
