Victor Kress has taken part in the work of the Congress of local and regional authorities of the Council of Europe in Strasbourg
On March, 17th the governor of the Tomsk region Victor Kress has taken part in the opening of the 18th plenary session of the Congress of the local and regional authorities of the Council of Europe in Strasbourg (France) which purpose is maintenance of participation of local and regional authorities in realisation of the ideal of the European unity and cooperation development between 47 states of the Council of Europe.
The governor has participated in debate on a theme: «Financial crisis and its influence at local and regional levels». He has underlined a role of scientifically-educational and innovative sector of economy in a sustainable development, and also has called the Congress for monitoring of corresponding efforts from the local and regional authorities. Victor Kress's position in a context of development of transboundary cooperation was supported by Mrs. Dominique Ronga, the vice-president of the French region Lorraine which is the partner of the Tomsk region during about 3 years.
Victor Kress's participation in the Congress session has allowed to present the Tomsk region at the high level for a wide European audience. The Tomsk region and Lorraine have received the offer to impart their experience in the developments of projects in the innovative sphere within the limits of actions on institutional cooperation of the "cross" year of France in Russia and Russia in France.
Besides, the Tomsk governor has taken part in voting for candidates on a post of the new General Secretary of the Congress which became the representative of Austria supported by the Russian national delegation.
