Victor Kress has held the first session of the Council on assistance to development of civil society institutes
The governor of Tomsk oblast is convinced, that a civil society – one of components of a civilized society. Backwardness of a civil society in Russia – one of serious problems which sometimes threatens directly the life of Russians.
«The glaring example of backwardness of a civil society – tragedy in Perm. The president has reduced in times the quantity of checks. Business should answer with creation of the automatically adjusting organization among the owners of night clubs that they in the circle supervised the work of clubs, got rid of unfair participants from the market. To take the responsibility – here that should make business. And instead of it the owners simply began to ignore all requirements of the state controllers. Certainly, probably it is not the most important of the reasons of tragedy, but it is necessary to understand it, that the authority will not solve all the problems of society, and never solved. On results of work of the Council 4 working groups which should prepare the following thematic sessions have been created: mass media, and whether citizens can influence them; interaction of a civil society with all levels of authority; remedial activity; measures on increasing the law culture of the population.
At June session of Civil League it have been planned to discuss the problems of education. The following session of Council will pass in the first quarter of 2010.
