Fund «Petersburg policy» has analysed messages of heads of regions to local parliaments
The message of Tomsk governor Victor Kress «Through crisis - to development» which the head of region has sounded in January of this year before deputies of the State Duma of Tomsk oblast, the experts of the fund named one of the best from the point of view of "conceptual study".
The analysis of messages of the heads of regions to local parliaments has lead the fund «Petersburg policy» before announcement of the message of president Dmitry Medvedev to the Federal Assembly of the Russian Federation which is planned for the 12th of November. According to the director of the fund of Michael Vinogradov, the maintenance of messages «is the indicator of the level of conceptual study of decisions of regional authority».
In opinion of experts, besides the message of the governor of Tomsk oblast in which the anti-recessionary measures are in detail registered, most messages of governors of the Arkhangelsk, Kirov, Tyumen areas, presidents of Tatarstan and Chuvashia, heads of the Perm region and Saint Petersburg are "conceptually worked".
