The governor has held session of Coordination council on realization of priority national projects

Chairman of committee on science and innovative policy of administration of Tomsk oblast Alexey Pushkarenko informed that for today the realization of the priority national project "Education" proceeds on nine directions.

21 schools of the Tomsk oblast which have won in 2008 in competition of educational establishments, introducing innovative educational programs, have already received on their realization from the federal budget 21 million roubles. From the regional budget "innovative" schools will receive in addition 10,5 million roubles. All means will be received by the educational establishments till the 1^st of August.

Listing positive results of realization of national projects on the given direction, Alexey Pushkarenko has noted, that number of the general educational establishments introducing their own programs of development, has increased in oblast up to 50 %, 27 establishments of education have unique directions of development, 100 % of schools of oblast are connected to the Internet, systems of qualities of education are introduced into 64 % of educational establishments, at 15 schools the resource centers of innovations are created.

Also Alexey Pushkarenko informed that 6,9 million roubles from the federal budget on grants for winners of competition «the Best teachers» are already fully received. Payments of 69 "best" teachers of oblast will be made in September-October of this year.

Payments of compensations for a class supervision go in a regular mode. Now payments  are received by  5618 (60 %) teachers of oblast. On these purposes grants from the regional budget have been already received at a rate of 60,6 million roubles, and more than 2 million roubles from the federal budget.

In 2008 in frameworks of the national project in 430 educational establishments of oblast was delivered the complete set of the license software due to federal means. In the current year due to federal means for schools are also received 50 complete sets of the educational-visual aids. Due to the regional budget 28 interactive program complexes are purchased.

There is a purchase of school buses. Due to federal means will be delivered 7 buses, 17 more buses will be got with support of the regional budget. Speaking about problems, Alexey Pushkarenko has noted that because of the big number of applications from regions the federation does not cope with delivery of buses by the 1^st of  September.

For the realization of the complex project of modernization of education from the federal budget has been received almost 105 million roubles, 306 million more are allocated from regional Treasury. Means are directed to the repair of shabby schools, and also to the purchase of the equipment and the firmware for schools.

On the 4^th of August the approval of a rating of applicants for federal premiums award for support of talented youth will take place. In 2007, 50 Tomsk representatives of talented youth have received federal premiums.

The Tomsk Polytechnic University has received this year from the federal budget 388 million roubles on realization of the innovative program.

The assistant to the governor on social policy Sergey Ilinyh reported about realization of the priority national project "Health". He has noted that preparation and retraining of doctors of the general (family) practice, district doctors - therapists and pediatrists continues. In total in a year hundred experts will be trained. According to the plan the monetary payments are carried out to the doctors of the above-named category, and also to the nurses, the medical personnel of the medical attendant and obstetrician centres, to doctors, medical assistants and nurses of "urgent" medical aid.

According to Sergey Ilinyh, practically there are no problems with rendering medical aid to women during pregnancy and accouchement in the state and municipal establishments of public health services (the question is about delivering of medical aids according to the patrimonial certificates). For six months of 2008 in Tomsk oblast were born 6443 children, for the corresponding period of 2007 - 5880.

Inspection and treatment of HIV-infected now is carried out by the preparations received thanks to the priopity national project "Health" in 2007 and under the international program "Globe". 50 % from the annual plan of the population were examined on the HIV-infection, 61 % - for a hepatites B and C.

Causes vigilance the process of inspection of newborn children for congenital diseases - galactosemia, adrenogenital syndrome and mucoviscidosis. Only since June began the inspection of newborns and blood of children who have been born since March 2008, as at the federal level necessary tests-systems were not delivered in time and in full.

The most important problem appeared additional prophylactic medical examination of working citizens of Tomsk oblast. It began only since April of the current year, only 14 % of the population from the annual plan at present are examined. «This procedure is absolutely voluntary, - the vice-governor has emphasized. - It is necessary to address to the administration and, first of all, to the consciousness of the workers».

Examining the demographic situation in Tomsk oblast, governor Victor Kress has charged «to study in details the reasons of increasing of a death rate of the population».

Acting as the assistant to the governor of Tomsk oblast on construction, housing and communal services, road complex, Natinal Safety and Emergency Situations Alexander Gusev informed, that according to the results of five months of the current year Tomsk oblast wins first place in the Siberian federal district on input of habitation in operation and on volume of construction per capita. During the first half-year of 2008 in oblast it is handed over 224 thousand square meters of habitation, from them 50 thousand meters square falls at individual construction. According to the forecast at the end of 2008 in oblast should be handed over 560 thousand square meters of habitation.

During the first half-year in oblast it was given hypothecary credits for the sum 3,5 billion roubles. It is twice more, than for the same period of 2007. 27,5 thousand cubic metre of  wood are allocated for 140 individual builders. It is planned, that by the end of year 250-290 young families should improve the living conditions. 750 families will be moved from shabby and emergency habitation. 147 families will receive housing certificates on purchase of apartments.

The assistant to the governor - the chief of department on social and economic development of village of Tomsk oblast Vladislav Brok began the report on realization of the state program of development of the agriculture in the region from the basic results of  the work of Tomsk agrarian and industrial complex for six months of the current year.

He informed that the growth of manufacture of agricultural production to a similar level of the last year has made 10,3 %. Manufacture of meat for the current half-year has increased for 44 % (the gain is provided by manufacture of pork and fowl), milk - for 1 %. Vladislav Brok has noted that yet it is not possible to stop the reduction of the livestock in personal farmsteads, that, certainly, affects manufacture of milk.

For six months in the fixed capital of the branch it was invested about 1 billion roubles of investments, including about 800 million roubles on civil and erection works and 200 million roubles on purchase of agricultural machinery and the equipment.

However, according to Vladislav Brok, the realization in the field of investment projects in meat and dairy animal industries is restrained by the lack at agricultural productions of  its own mortgaging base today, by the inaccessibility of credit resources and by the essential rise in price of design cost of works.

As an example the vice-governor has resulted the Tomsk integrated poultry farm the reconstruction of which the third month "slips" because of shortage of finance. "The Siberian province» does not have means to finish the construction of the veterinary-sanitary block, hatchery and slaughter shop. Now they are solving the problem of attraction of additional credit resources», Vyacheslav Brok has declared.

For the same reasons the realization of five "dairy" projects was braked in region. The works on construction of a dairy complex are not yet started in New-Kuskovo (Asinovsky region), and in Kislovka, Kornilovo and Turuntaevo (Tomsk oblast) works go «in a slow mode». This year they will finish the reconstruction of a dairy cattle-breeding complex only in Anastasievka of Shegarsky region: by the end of the year 550 cows here will be raised.

«Today there are no federal means for payment of grants under long-term investment credits either. We constantly put this question in the Ministry of Agriculture of Russia», the vice-governor has noted.

400 million roubles of credit resources and extra means are given from the beginning of  the year on support of small forms of managing in village - personal farmsteads and farms. Means go on purchase of young growth, forages, agricultural machinery, building materials, purchase of the petroleum products.

In 2008 134 million roubles will be directed to the purchase of habitation for peasants, from them 18 million (14 %) are mastered. Agreements with all municipal formations are signed, lists of buyers and builders of habitation are generated.

As a whole the volume of the means directed from the regional and federal budget on support of Tomsk agrarian and industrial complex, for six months of the current year has made 328 million roubles - 13,7 % more, than for the corresponding period of 2007.
