The Governor possesses the following powers:
а) submits for approval of the Duma draft plans and programs of social and economic development of the region, draft regional budget, reports on their performance, draft system of governmental authorities of Tomsk region and draft structure of the Government of Tomsk region, introduces to the Duma draft regulatory legal acts on other issues;
b) possesses the right of legislative initiative if the Duma;
c) approves the structure of the governmental authorities of Tomsk region which are not included into the Government of Tomsk region; makes decrees on establishment of committees, departments, divisions and other structural units of the Government of Tomsk region, and other governmental authorities in correspondence with the structure of governmental authorities of the region; establishes personnel of the Government of Tomsk region within the expenditures established by the Duma; assigns and dismisses the heads of structural units of the Government of Tomsk region, the heads of other units of governmental authorities of Tomsk region, as well as approves the board under the heads of structural units of the Government of Tomsk region;
d) contributes suggestions to the Duma on designation and dismissal of the first deputies of the Governor of Tomsk region, as well as suggests for approval and dismissal of the head of the financial department of the Government of Tomsk region, the head of the State Property Fund of Tomsk region. The procedure of approval and dismissal of the above mentioned heads of the authorities is conducted by a secret vote in accordance with the order established by the Regulations of the State Duma of Tomsk region;
e) approves enactments on governmental authorities forming the structure of the governmental authorities of Tomsk region;
f) assigns the heads of enterprises, institutions and organizations possessed by the region in accordance with the legislation of the Russian Federation and decisions of the Duma, rules of the enterprises, institutions and organizations;
g) exercises functions of budget officer when using the budget of the region, with the exception of the Duma running costs;
h) represents the interests of the region in the Government of the Russian Federation, federal governmental authorities, in relations with other regions of the Russian Federation, with corresponding authorities and administrative officials of foreign countries, as well as in relations with local authorities, non-governmental organizations, their employees, and signs treaties and other necessary documents with them in accordance with the federal and regional legislation;
i) submits draft acts which lie within cognizance of the President of the Russian Federation and the Government of the Russian Federation for their approval;
j) agrees decisions on establishment, reorganization and liquidation of territorial services of the federal governmental authorities in the region, designation of corresponding officials in cases provided by the federal legislation, and presents proposals on the activities of the above mentioned authorities for approval of the Government of the Russian Federation;
k) ensures coordination of the activities of the governmental authorities of Tomsk region with other public authorities of Tomsk region; and according to the legislation of the Russian Federation can establish cooperation of the governmental authorities of Tomsk region with federal governmental authorities and their territorial forms, local authorities and non-governmental organizations;
l) decides the issues on the representation of governmental authorities of the region under the President of the Russian Federation, the Government of the Russian Federation and governmental authorities of other regions of the Russian Federation; nominates a representative of the Government of Tomsk region in the Council of Federation of the Federal Assembly of the Russian Federation;
m) addresses requests to the Constitutional Court of the Russian Federation on compliance of the Constitution of the Russian Federation, the Charter (Fundamental Law) of Tomsk region, laws and other regulatory legal acts of the region issued on the questions covering the conduct of the public authorities of the Russian Federation and joint conduct of the public authorities of the Russian Federation and the public authorities of the region;
n) promulgates laws certifying their promulgation by signing the laws; or reject the laws passed by the State Duma of Tomsk region;
o) presents awards and prizes, regional diplomas on awarding honorary distinctions in cases and in accordance with the order established by the legislation of Tomsk region;
o-1) signs statements of claim referred to court in the name of the Government of Tomsk region;
p) exercises other powers assigned to him by the legislation of the Russian Federation and the region, by the acts of the President of the Russian Federation, the Government of the Russian Federation, of the State Duma of Tomsk region.
