1. The Governor of Tomsk region is the top policymaker of Tomsk region (the head of the Government of Tomsk region).
2. A citizen of the Russian Federation as advised by the President of the Russian Federation is vested with authority of the governor of Tomsk region by the State Duma of Tomsk region in accordance with the procedure established by the federal law and the present charter.
The State Duma of Tomsk region considers the candidacy of the Governor of Tomsk region advised by the President of the Russian Federation during 14 days from the date of putting forward the advance.
State Duma makes decision on vesting a citizen of the Russian Federation with authority of the Governor of Tomsk region by a majority of votes of the established number of deputies of the Duma by secret ballot.
The first decision put to a secret vote is the decision on vesting the candidacy advised by the President of the Russian Federation with the authority of the Governor of Tomsk region.
If the above mentioned decision does not collect the requisite number of votes, the decision on declining the advised candidacy is put to a secret vote.
If none of these variants collects the requisite number of votes, the decision is considered to be not made.
3. The authority of the Governor of Tomsk region can be vested to a citizen of the Russian Federation aged 30 years old who does not possess the citizenship of any foreign state or residence permit or any other document confirming his right of residence on the territory of a foreign state.
4. The term of office of the governor of Tomsk region is five years.
5. The Government of Tomsk region assumes office in solemn environment at the meeting of the State Duma of Tomsk region in the presence of the president judge of Tomsk region court and the president judge of the arbitration court of Tomsk region, the prosecutor of Tomsk region, the head of the Department of Internal Affairs of Tomsk region, the head o the Department of Federal Security Service of Tomsk region, the heads of municipal units of Tomsk region, honorary residents of the region, representatives of mass media, non-governmental and other organizations.
The governor of Tomsk region assumes office from the moment of taking the oath: "Assuming office of the Governor of Tomsk region I swear to honestly and conscientiously exercise my powers, comply with the constitution of the Russian Federation, protect the rights and freedoms of a human and a citizen, devote myself to the serve of prosperity of the region and wellbeing of its residents." The text of the oath is signed by the Governor of Tomsk region and is transferred for keeping to the State Duma of Tomsk region.
