By nature, Kress is a very open and sociable person; he is able to find a common language with any audience. Style of his work is rather democratic. He tries to take into account different points of view and make decisions taking into consideration opinion of the majority of region residents.

Once I understood that a governor seeking success should be a politician, an economist, a psychologist, all in one. Creation of competitive environment in administration is my know-how.
